How do I start making Tincture?

Look for Ms Hanslow in the Gym or in the RV. She has the tincture available for purchase. Keep an eye out for her from level 33 where it will be unlocked and available for purchase. Just click on her at the door, look for the item in the bottom left of the deal screen, click and follow instructions to purchase
